NCRC Annual Report 2024 – 2025

The National Commission on the Rights of Child (NCRC) advanced major child protection reforms in 2024–2025, including the drafting of the Prohibition of Child Labour in Domestic Work Bill 2024 and advocacy for harmonizing the minimum marriage age at 18 years across all provinces. The Commission launched the State of Children in Pakistan Report 2024 and its digital State of Children Portal to support evidence-based policymaking. Key achievements included removing the mandatory Form-B requirement for school admissions, improving birth registration systems, and establishing a Child Advisory Panel for inclusive participation.

Children under 18 make up over 40% of Pakistan’s population, yet 9.8% of children aged 10–14 remain engaged in child labour, and 11 children face abuse every day. NCRC handled over 240 individual complaints, including cases of sexual abuse, abduction, murder, and forced conversion. The Commission’s nationwide advocacy and partnerships with UNICEF, UNDP, and MoHR strengthened action against violence, trafficking, and online exploitation, while digital outreach through NCRC’s platforms engaged over 11 million citizens in promoting child rights awareness and reform.
