Child Protection Commission

The Balochistan Child Protection Commission, established under the Balochistan Child Protection Act of 2016, with a primary focus on safeguarding the rights and welfare of children in the Balochistan province. Functioning within the framework of the Social Welfare department of the Balochistan government, the commission serves as a pivotal advisory, coordinating, and monitoring body for matters concerning child protection. Its key responsibilities include developing and implementing policies, programs, and services aimed at preventing and addressing various forms of child abuse, exploitation, and neglect, including physical and mental violence, neglect, negligent treatment, maltreatment, and sexual abuse. Additionally, the Commission is tasked with receiving complaints and reports of child abuse, conducting thorough investigations, and ensuring appropriate assistance and support for children who are victims of such abuses.

Social Welfare Department

The Social Welfare Department of Balochistan is a leading department in addressing social issues and promoting the well-being of vulnerable populations within the province. Its mandate includes a wide range of responsibilities, including the formulation and implementation of social welfare policies, programs, and services aimed at improving the quality of life for various segments of society. Additionally, the department is tasked with overseeing the protection of children, women, and other marginalized groups, including victims of abuse and exploitation. Furthermore, it plays a pivotal role in coordinating with relevant stakeholders, including governmental agencies, non-governmental organizations, and community-based groups, to ensure the effective delivery of social welfare services and the promotion of social justice and inclusivity throughout Balochistan.

Balochistan Police

The Balochistan Police is responsible for maintaining law and order, preventing and investigating crimes, and ensuring public safety throughout the Balochistan province of Pakistan. Its mandate encompasses a wide range of duties, including the enforcement of laws, apprehension of criminals, and protection of citizens and their property. The police force also plays a crucial role in traffic management, disaster response, and counter-terrorism efforts. In relation to children, the Balochistan Police are tasked with handling cases involving children in conflict with the law or in need of protection.

Balochistan Prisons

The Balochistan Prisons department, operating under the administrative oversight of the Home Department, plays a critical role in ensuring the safe and secure confinement of individuals in eleven prions across province. Led by the Inspector General of Prisons at the provincial level, supported by four Deputy Inspector Generals, the department is committed to fulfilling its core objectives of custody, control, care, cure, correction, and community readjustment. The department is responsible for managing prison facilities, ensuring the humane treatment of inmates, and providing essential services such as healthcare, education, and vocational training within the confines of the law. Additionally, it oversees the implementation of rehabilitation programs aimed at addressing the underlying causes of criminal behavior and facilitating the transition of prisoners into productive members of society upon their release. 

Labour & Manpower Department

The Balochistan Labour and Manpower Department is entrusted with the mandate of overseeing and regulating labor-related matters within the province. Its functions encompass a variety of tasks aimed at ensuring fair labour practices, promoting employment opportunities, and safeguarding the rights and welfare of workers. The department is responsible for formulating and implementing labour policies and legislation, conducting inspections to enforce labour laws, and addressing grievances related to employment conditions. Additionally, it plays a pivotal role in facilitating skill development and vocational training initiatives to enhance the employability of the workforce. Moreover, the department is tasked with promoting occupational health and safety standards and providing support services to workers, including assistance with labour disputes and compensation claims.

Prosecution Department

The Prosecution Department of Balochistan holds the mandate of representing the state in criminal proceedings, ensuring the fair and effective administration of justice. Its functions includes the investigation and prosecution of criminal cases, presenting evidence in court, and advocating for the enforcement of the law. The department collaborates with law enforcement agencies and other stakeholders to gather evidence, conduct thorough investigations, and pursue justice in accordance with national and provincial laws of Pakistan. 

Local Government and Rural Development Department

The Local Government and Rural Development Department of Balochistan holds a multifaceted role in overseeing the governance and development of local communities across the province. The department is responsible for  the formulation and implementation of policies, programs, and projects aimed at promoting effective local governance, socio-economic development, and infrastructure improvement in rural and urban areas. The department aims to enhance the delivery of essential services such as sanitation, water supply, and waste management. Furthermore, the department plays a vital role in birth registration, ensuring the accurate recording of vital statistics and the issuance of birth certificates, which are essential for access to various rights and services, such as education, healthcare, and citizenship.

Education

School Education Department

The School Education Department of Balochistan is entrusted with the mandate of providing quality education and promoting educational development, and is responsible for the implementation of the Balochistan Compulsory Education Act, 2014, which provides for free and compulsory education from 5 to 16 years, ensuring that every child has access to education and promoting universal literacy across the province. Its functions includes a wide array of tasks aimed at ensuring access to education, enhancing educational standards, and fostering a conducive learning environment for students. The department is responsible for formulating education policies, curriculum development, and the establishment and management of schools. It oversees teacher recruitment, training, and professional development initiatives to improve teaching quality. Additionally, the department works to expand educational infrastructure, including the construction and maintenance of school buildings and facilities. 

Balochistan Technical Education and Vocational Training Authority

The Balochistan Technical Education and Vocational Training Authority (BTEVTA) was established by the Government of Balochistan to oversee technical education and vocational training initiatives in the province. Its primary objective is to enhance the employability of Balochistan’s youth by providing them with technical skills and training relevant to the needs of the job market. BTEVTA offers a wide range of vocational courses and programs across various disciplines, including engineering, information technology, healthcare, and trades such as carpentry, plumbing, and electrical work.

Sports and Youth Affairs Department

The Sports and Youth Affairs Department of Balochistan is responsible for promoting sports and recreational activities while also addressing the needs and aspirations of the province’s youth population. Its mandate involves formulating and implementing policies, programs, and initiatives to foster the development of sports, physical fitness, and athletic talent among Balochistan’s youth. The department provides support for establishing and maintaining sports facilities, training centers, and coaching programs to nurture young athletes. Additionally, it is tasked with engaging youth in constructive activities and offering vocational training opportunities to equip them with the necessary knowledge and skills for entering the workforce and contributing to the province’s social and economic development.

Health Department

The Health Department of Balochistan is tasked with safeguarding and promoting public health throughout the province. Its role encompasses a wide range of functions aimed at ensuring access to quality healthcare services, preventing diseases, and improving overall well-being. The department is responsible for formulating health policies, planning and implementing healthcare programs, and overseeing the management and regulation of healthcare facilities, including programs such as the Provincial Expanded Program on Immunization (EPI), Nutrition Program for Mother and Child, Malaria Control Program, and Provincial MNCH (Maternal, Newborn, and Child Health) Program. It coordinates with various stakeholders, including healthcare providers, government agencies, and non-governmental organizations, to address healthcare challenges and promote health education and awareness. Additionally, the department conducts disease surveillance, immunization campaigns, and health promotion activities to prevent the spread of communicable diseases and improve community health outcomes.

Ombudsman Balochistan

The Provincial Ombudsman of Balochistan is entrusted with the mandate of ensuring administrative fairness, transparency, and accountability within the provincial government. Its functions includes the investigation and resolution of complaints regarding maladministration, abuse of power, and violation of rights by government officials or departments. The Provincial Ombudsman acts as an independent and impartial authority, empowered to conduct inquiries, issue recommendations, and facilitate redress for aggrieved individuals or entities.
