National Commission on the Rights of Child (NCRC)

The Federal Government has constituted the National Commission on the Rights of Child (NCRC) in exercise of powers conferred by Section 3(1) of the National Commission on the Rights of Child Act, 2017 (XXXII of 2017) under a notification issued on February 28, 2020. The Commission has an overarching mandate for the promotion, protection and fulfillment of child rights as enshrined in the Constitution of Pakistan. Main functions of the Commission are to:

  • Examine existing or proposed legislations and administrative instruments and proposals related to child rights and make recommendation as appropriate.
  • Build liaison with federal and provincial commissions set up under provincial laws and other concerned provincial organizations.
  • Contribute to awareness-raising and promote dialogue on child rights among various sections of the society .
  • Carry out research and advise on policy matters pertaining to the situation of child rights in Pakistan.
  • Suggest measures to follow up on the implementation of concluding observations of the Committee on Child Rights.
  • Advise the Federal Government to sign, ratify or accede to any such proposed international treaties.

National Commission on the Rights of Child is a National Human Rights Institution and has a national mandate.

The secretariat of NCRC is based in Islamabad.

KP Child Protection and Welfare Commission (KPCPWC)

The Government of Khyber Pakhtunkhwa enacted Khyber Pakhtunkhwa Child Protection & Welfare Act, 2010 for the care, protection, maintenance, welfare, training, education, rehabilitation and reintegration of children at risk in the Khyber Pakhtunkhwa. Functions of the CPWC include:

  • To act as a focal point for effective supervision and coordination of child rights matters at provincial and local levels
  • To review laws, rules, and regulations and proposed new Laws for children
  • To coordinate with National Commission on the Rights of Children (NCRC);
  • To implement policies for the prevention, protection, rehabilitation, and reintegration of children at risk;
  • To establish, manage, supervise and control Child Protection Units at the district level
  • To develop and coordinate activities, programs, and plans for the development, protection, survival, participation, and rehabilitation of children at risk.

Child Protection and Welfare Bureau (CPWB)

The Government of the Punjab established Child Protection and Welfare Bureau in March, 2004 in order to provide care, rehabilitation, education and training to the destitute and neglected children.  The Bureau was established
under the Punjab Destitute and Neglected Children Act, 2004. The Bureau provides protection to the destitute and neglected children but also provide rehabilitation like shelter, health, education and other necessities of life. There are currently eight district offices of Child Protection & Welfare Bureau in Punjab including Lahore, Gujranwala, Sialkot, Rawalpindi, Multan, Faisalabad, Bahawalpur and Rahim Yar Khan.

Sindh Child Protection Authority was established by Sindh Govt. under Sindh Act No. XIV of 2011. SCPA keeping the children safe from all sorts of exploitations.
