Sindh Governor Kamran Khan Tessori has returned the Sindh Boards of Intermediate & Secondary Education (Second Amendment) Bill, 2025, to the provincial assembly without granting his assent.
A statement issued by the Governor House on August 24 said Tessori has raised objections to the amendment proposed in Sub-section (1) of Section 15 of the law governing the province’s education boards. The amendment authorises the Sindh government to appoint grade-19 or grade-20 cadre officers as chairmen of examination boards.
However, Tessori maintained that the position should remain reserved for officers of grade-20 or grade-21, arguing that this would ensure better administrative functioning. The governor returned the bill under Article 116(2)(b) of the constitution, requesting the PA to reconsider the proposed changes.
Earlier, Law and Parliamentary Affairs Minister Ziaul Hassan Lanjar, while piloting the bill in the provincial legislature, had said the amendment is aimed at enabling the government to appoint competent officers to head examination boards.
